WHO Informal Consultation with People Living with Noncommunicable Diseases and Mental Health Conditions in the African Region

The World Health Organization (WHO) is developing a Framework for Meaningful Engagement of People Living with NCDs (PLWNCDs) and Mental Health Conditions (MHCs) that will guide WHO and Member States in the meaningful engagement of PLWNCDs and MHCs in co-designing NCD and MHC policies, programmes, and principles.

Co-hosted by the WHO Regional Office for Africa and the WHO Global Coordination Mechanism for Noncommunicable Disease (GCM/ NCD), this informal consultation will take place across two days on 27 and 28 April 2022 (13:00- 16:30 WAT). The meeting will be held in English, French and Portuguese.

It will support the co-creation and participatory development processes of the framework and explore the importance of and how meaningful engagement of PLWNCDs and MHCs is and/or can be further implemented at a regional and national level. Discussions during the Regional Consultation will build on the recent WHO Informal Consultations on PLWNCDs (2020) and People Living With Diabetes (2021), with inputs going into the co-creation and co-development of the framework. 

This collaborative meeting seeks to connect PLWNCDs and MHCs (including individuals with Psychosocial Disabilities) across the African Region and apply insights gained to date and further meaningfully involve PLWNCDs and MHCs in the development of the Framework. The consultation will include a mixture of presentations, discussions and breakout sessions that will be co-led and facilitated by those with lived experience.

The objectives of the WHO Informal Consultation with PLWNCDs and MHCs in the African Region are to:

  • Understand and learn from WHO regional office activities that integrate and practice meaningful engagement of PLWNCDs and MHCs
  • Identify regional and country-level insights, experiences, approaches and nuances in implementing meaningful engagement of PLWNCDs and MHCs and other NCD related areas
  • Identify existing barriers and implementation gaps in meaningfully engaging PLWNCDs and MHCs, including but not limited to resource capabilities in existing health and social care systems and capacity-building needs
  • Discuss possible strategies to address implementation gaps in regional or national capacities
  • Discuss opportunities for co-development and implementation of framework and further contextualization of framework and derivative products

There will be an ongoing review of expressions of interest with priority given to those with lived experiences linked to NCDs and MHCs from the region, alongside marginalised groups such as people living with disabilities, youth, women, lesbian, gay, bisexual, transgender and intersex people, members of minority groups, indigenous people, internally displaced persons, and non-nationals, including refugees, asylum seekers, and migrant workers.

Those selected to attend will be contacted. Please note that non-State actors (NGO, academia and independent) attendees will be required to complete a declaration of interest form. Please note that this form is mandatory as part of the WHO framework of engaging non-State actors.
